arXiv caps monthly submissions as paper volumes keep climbing
arXiv introduced a rate limit effective 1 October that allows each submitter at most two submissions per calendar month and no more than three active submissions at any one time. The repository framed the change as a move toward fair moderation and equitable access, and described it as a stopgap while it develops longer-term practices for handling the volume of incoming papers. The limit applies to the submitting account rather than to every listed author on a paper.
