Outgoing UN chief Guterres uses his final address to push for a multilateral AI risk framework and a US-China dialogue
In his last General Assembly speech before his term ends 31 December, Secretary-General António Guterres called on world leaders to negotiate a multilateral AI risk-management regime backed by 'credible and independent oversight' and to establish channels between Washington and Beijing modelled on late-Cold-War engagement. US Treasury Secretary Scott Bessent confirmed on Sunday that Washington has proposed a bilateral AI-incident notification mechanism Trump and Xi may consider at Thursday's White House summit.
